Yep, exact same problem here. In /etc/inetd.conf you'll find the entry:
rpc.cmsd dgram rpc/udp wait root /usr/dt/bin/rpc.cmsd
rpc.cmsd
This is the daemon for the calendar program.
Generally kill -HUP <inetd pid> will fix the problem, although in
general I've
been telling my users that they should use an alternate calendar manager
like
xmcalendar or ical. I have not found a permanent solution to the CDE
calendar
problem.

Try killing netscape and then starting dtcm. If that doesn't work, then
reinstall (or install) the latest Netscape Communicator. I know that

seems crazy but my dtcm started doing that grey/loop stuff and then the
problem mysteriously went away when I installed a new Netscape.

Do you have an old.desksetdefaults?
If the answer to both of these is "Yes", then you might consider
moving off your .desksetdefaults and starting fresh. I've had
some setting(s) from openwin stuff mess with CDE calendar; although,
I've never been able to determine exactly which one(s).
