Although the problem has not been resolved, I have been pointed in the
right direction. Many responses were for me to check my crontab files for
both adm and root. I verified the files were identical. Dr .Tom Blinn stated
that here could have been some changes between the two versions of the
operating systems. Here is the results of his post. Thanks to everyone

The "small but irritating problem with system accounting" you are seeing is
due to problems with the maintenance of the wtmp and utmp files. I could
not tell you the exact details or whether there is a patch available, but
I know that in the V4.0 release, there were changes introduced in the way
some of the library routines that deal with the files are implemented that
have a number of unusual impacts, and what you describe is most likely
one
of the side effects. (As far as I know, there are no functional tests for
the accounting software as part of the normal system qualification testing
so a change in behavior could go undetected for some time.)
I can only recommend that you obtain and install the available patches,
and
if you have a service contract, you report the problems and ask whether
the
available patches fix them.
