Problem: Sendmail was rejecting connections due to load avg too high.
Answer: In sendmail.cf there is a setting which looks at the load average
of the machine and suspends sendmail connections if that load is reached.
I can either increase that load average, or as many people recommended
find out why my load average is too high. I removed the setting allowing
no sendmail circuit breakers at all, since sendmail is the primary
function of this machine.
