email error message?

This is a new one for me...

I have a user trying to send email to an address in China. (using mh mail
from within emacs)

and he gets the error:

gang_ji_at_bbs.ustc.edu.cn: post: unexpected response; [BHST] read from
socket timed out send: message not delivered to anyone

Does it just mean that the host didn't respond in time and timed out?
