Hi again.

Thanks to all who tried to help me:
Wolf Dieter Brandt, Steve Walker, Sean O'Connel, and Tom Blinn

The Runtime Libraries are in the Associatad Products Vol.1 CD
which comes with the operating system
(not in Operating System, neither in Layered Products which
contains "the rest" of C++)

Install via

# setld -l /cdrom/ALPHA/DEC_C++_RTL

where /cdrom is the mountpoint of the CD-ROM.
