Disk space 100% vs 110%

I just added 8 23gb disks, and upon writing data sets to them... they
filled up to 90% (listed as 100%) and took some playing to get them packed
at 110%.

How do I change this so 100% means 100%?
(Can I change this while data is on there w/o corrupting, or does it
necessitate a reformat/label?)

I know why it's there, and the usefullness of it, but for computational
data sets that won't change or need more space, we need every ounce.
