Customization of startup session on CDE

I am having trouble to customise the system-wide default startup and
logout behaviour on CDE.

By default, the system defaults to saving the users current session when
they log out and resumes it when the user log in again. Does anyone know
of a way to change this default system-wide to return to home session or
the system default initial session (unless explicitly set by the user
using the style manager)?

I tried to put in the following lines in /etc/dt/config/C/sys.resources:

Dtsession*ShutDownState: 1
Dtsession*ShutDownMode: 0

and it doesn't work.
