Permissions problem with ftp and samba

We have an AS4000 with DU 4.0b. Enhanced security is not enabled. Remote
users can telnet
into the system and even open X applications, but cannot either ftp in or
mount samba shares
which are not public. I can't find any switch or file of permissions which
may be affecting this.

Any clues would be greatly appreciated.
