telnetd:All netowork ports in use

Hello!

I have a DEC Alpha 2100 running UNIX 3.2g. On my console, I can't open and
xterm or DEC TERM. I get the following error on my console log file:

Cannot open pty!

I try to telnet to the server, I get the following error:

telnetd: All netowrk ports in use.
