Wierd things after Upgrade to 4.0b - NIS services file

I have had some weird things happening on my AlphaServer 2100 after I
upgraded it to DU 4.0b from 3.2G. I have my services file in NIS. I have
multiple entries for different telnet based ports. I keep getting the
message that the telnet2/tcp service I defined in NIS services at port
1000, is already in use? My local /etc/services, does not have any entries
for 1000. I have had it complain about other services, these on ports like
1006, 1005, etc. Is it because the port #'s are under 1024 that I'm having
problems? Why would NIS behave this way?

  I have had some other strange things happening after the upgrade, but
I'll ask about those later. TIA
