Shutdown not working

Hello,

I have a situation that occurs occasionally. An in-house developed
application
will not have been exited properly. At this point the user will exit
4.0b, xdm's
session manager leaving processes hanging. Later, someone wanting a
quick fix
will try shutdown -r now. It will respond with the usual message and
come
back to a root prompt and stay there like shutdown had never been run.
Do
you suppose this is a result of the hung processes? Is there a hook
point in
session manager logout to run a script to clean up any unwanted
processes?
