ssh wont let me su!

I have ssh-1.2.22 compiled using cc on Digital UNIX V4.0B (Rev. 564).
If I telnet to the machine I can su (Im in the system group) but if I
ssh to the machine I get:
"You do not have permission to su root"
just as if I was not in the system group.
