'login user' makes utmp host entry disappear?

Our students have discovered that if they "login username" after they have
logged in, their where-abouts isn't seen from "who" (utmp). The info is
still in wtmp (so "last user" works fine). It's just annoying when you
type "w" and half of them show up blank! :-(

I'm running DU4.0B (no patches) with enhanced security.
Is this a setup problem on my end or just a feature of 'login'?
