The actual answer to my question about passwording single-user
mode was provided by martin_at_decatl.alf.dec.com: "man sulogin
(V4.0 and up)".

Thanks for all the other answers (treahy_at_allianceelec.com,
scott.b.skeate_at_lmco.com, debruler_at_eglin.af.mil,
jim.williams_at_mail.alaska.edu, tpb_at_zk3.dec.com). All of them
consider the default behavior either a non-problem or a desirable
feature. However, the system under consideration is not
running under enhanced security and is not physically secured.
My only reason to passwd single-user is to avoid (mostly
unintentional) potential damage by reset-button-happy users.
