My original question is how to fix tar problem on our 4.0d system.
Thanks to Dr. Thomas P. Blinn <tpb_at_zk3.dec.com> and Lauzier, Edward <LauzierE_at_hanscom.af.mil> for helping me out.
Dr. Blinn pointed out to me,

I have tried this quick fix on the problematic dataset. It fixed the problem for the -- I was able to tar and untar from both disk and DLT tape.
Incidentally, ls -l on our 4.0D system shows
-rwxr-xr-x 3 bin bin 139264 Mar 10 17:32 /usr/bin/tar
-rwxr-xr-x 3 bin bin 147456 Mar 10 17:17 /sbin/tar
Is this normal? since on the the 4.0B system, we have
-rwxr-xr-x 3 bin bin 122880 Apr 1 18:40 /sbin/tar
-rwxr-xr-x 3 bin bin 122880 Apr 1 19:11 /usr/bin/tar
