Sybase install: Is 4.0B greater than 4.0A patch kit 3?

UNIACCESS is a product which allows the ORACLE database running on our
DECALPHA box to communicate with the hierarchical database running on
our UNISYS mainframe. A piece of the UNIACCESS product requires
SYBASE, ORACLE's competition, before UNIACESS can be used by us.

The SYBASE release Bulletin for the "Open Client/Server" product
version 11.1.1 for Digital UNIX says: The Sybase Open Client/Server
version 11.1.1, is compatible with the Digital UNIX operating system
4.0A but the following system patch is required, patch kit 3 (BL6).

     MY QUESTION FOLLOWS:

Our DECALPHA box is running Digital UNIX 4.0B with no patch kits
installed. SYBASE literature says we need at least 4.0A patch kit 3.

Does 4.0B includes what was fixed in 4.0A's patch kit 3?
To be safe should I install patch kit seven for 4.0B?
Is it be better to upgrade to 4.0D instead?
Does "D" include the fixes from "A" kit 3?

     Thanks
