Summary: Telnetd problem

Qu : Why are we getting the message "Telnetd: All network ports in use"
     when people log in, even though we are have used /dev/MAKEDEV to
     create more than enough pseudo-terminal device files ?

Ans: The kernel parameter, npts, needed to be increased to an appropriate
     level ie. ours was only 255 and we required more telnet sessions than
     this.
