Thanks to all who responded

Lucio Chiappetti <lucio_at_ifctr.mi.cnr.it>
Alessandra Richetti <richetti_at_ts.infn.it>
Valentin Nakov <Valentin.Nakov_at_physik.tu-ilmenau.de>

but the solution was rather simple and I am very sorry that
I asked this stupid question (but I was expecting like in VMS
some security mechanism).

After trying to find a process which could be in a state locking
a terminal even with a very sophisticated ps -o xxx command from Lucio
I was unable to identify something like this.

Then I finally walked to the workstation - and found out the user
had hit the Screen hold key --- I am really very sorry having you annoyed
with that.

Then the mail from Valetin arrived and he came the solution rather near -
a pushed caps lock key could cause similar problems.

Regards
Otto
