Thanks to all the great folks who responded to my question. Here are the

Robert,
In C2 there are functions in the account manager GUI to do
what you want. You have to look in some of the internal menu's.
There is like Password Controls, Login Controls etc. I did have
some trouble getting them to work however. It seemed like they
worked fine and then they started preventing access during the
allowable time. I have noticed some tendency for DUNIX to use
GMT rather than local time on occasion.

It is in the XSysAdmin and XIsso GUI. I have used it in both.
It is good and does work.

To summarize: This site uses a captive shell for certain users. The
shell checks for the existence of a file. If it's there a message
displays and the user is logged out. They use cron to create and remove
this file at the desired hours.
