"INIT: Command is respawning too rapidly" errors

We have an AlphaStation 600 running DU 4.0B. It had a hardware problem
and just came back from the local Digital carry-in service center. In
the course of repairing a failed fan, the tech replaced everything else
first--including a motherboard.

When I brought the system back to the office and powered it up, it
complained about needing to run the ECU. Not surprisingly, the SRM
parameters needed to be reset.

When I booted the system, it came right up--in singleuser mode. I hit ^D
so the system would come all the way up, but it hung with this message
on the console:

INIT: Command is respawning too rapidly. Check for possible errors.
id: cons "/usr/sbin/getty console console vt100"

I have no clue why it is coming up singleuser nor do I know why it fails
to come up multiuser.

May I buy a clue?
