There were an amazing number of responses to my question.
I had joined the list just yesterday in the hope of getting
some kind of response, but a response this quick I have not
experienced in any other list. Thanks to everyone who responded,
you know who you are. Now, to my question and answers:

Q: How to administer Alphaserers remotely (e.g reboots, console
commands) etc.
Answer:
The majority of the answer focussed on setting up a terminal
server and hooking up the console to the terminal server.
And then use some kind of software to access the console.
The software suggested was:
1) POLYCENTER console manager (majority of them are using this).
Which by the way is discontiued after being sold to CA. And
it is part of the CA- TNG unicenter suite.
2) A few public domain codes are available to utilize this and
the links are:

3) A few other commercial products suggested was:
