adding * to /etc/passwd password field

Hello,

In my /etc/passwd file, the password field is empty for some users and has
a * for others. This has not been a problem in the past, as passwords are
stored elsewhere (I am using C2). But now, I need to make sure all users
have a * in the password field. I found that the Netscape Enterprise 3.5.1
web server will not serve web pages for users without the * in the password
field of their password entry.

Can I simply add the * for users that need it and replace the password
file? Do I have to run mkpasswd? I have a somewhat large password file
(2000). Is there a concern with running mkpasswd on a password file that
size? vipw warns to use usermod instead.
