libintl.so missing on DU 4.0D

Greetings,

We are trying to get the Verity search engine running on a 2100 box
running DU 4.0D and are getting the following error:

/usr/local/WWW/verity/_aosf40/admin/vspider:
    /sbin/loader: Fatal Error: cannot map libintl.so

I have not found any reference to a libinto.so anywhere in the docs I
have, have searched the alpha-osf-manager list archives and
www.unix.digital.com with no luck.

Verity tech support says this library should ship with the OS. Can anyone
point me in the right direction?
