Print accounting

I've been trying to use the built in print accounting to no avail.

My printcap entries list :af=/var/spool/printer/acct:\
as the accounting file. I've tried touching the file to be sure it exists
and change permissions, but the file remains zero. Anyone know how to
enable it so one can use the "pac" command for accounting reports?

Also, when accounting tries to start in /sbin/init.d/acct, it returns the
error:
accton: uid/gid not adm
but everything in /usr/sbin/acct is rwxr-xr-x adm adm
