crontab error after upgrade to 4.0D

Hello:

   We upgraded our Alpha to DU 4.0D and installed the patch kit
   duv40das00003-19981208. After this, as super user,

   # crontab -e

   gives the error:

   crontab: cannot create your crontab file in the crontab directory.

   Are there any more patches that need to be installed for 4.0D?
