Folks-
Several people responded, suggesting that I might have rebuilt the
kernel so that the running kernel did not match the one on disk.
However, this was not the case.
I called DEC support, and they provided the answer.
It turns out that 'netstat' depends on the 'kloadsrv' process, which
had died on our system. Restarting the process with the command
/sbin/kloadsrv
fixed the problem.
