AlphaServer 1000 4/233 mystery

Ok, I'm hoping for a quick solution to my comedy of errors ... with
mislabelled system boards, institutional takeovers/mergers and some
continued questions about our support contract, I figure it's about
time we polled a larger resource base.

I have an AlphaServer 1000 with a single CPU that has been down for
almost two weeks now. We've had three power supplies replaced, two
CPU boards and two system boards ... all to no avail. Checking the
documentation (last resort, you know :^) I find that the symptom is
matching one in "Troubleshooting Power Problems" ... fan failure.

Now for the puzzling part. We haven't tried replacing the fan yet,
but there are jumpers on the system board: J53 (the fan off jumper)
and J56 (fan fault ENA). My thinking is that by disabling these, a
simple test of fan or no-fan will be achieved ... but it would seem
that this isn't working correctly either.

Does anyone know of a simple way, using this hardware, to attempt a
short-term bypass of the fan sensor? Or have experience with these
particular jumpers? I tried what seemed logical to me (three pins,
so shorting off and the center pin would be "off") and we have also
attempted to short the fan out entirely ... and this isn't working.
My only other idea would be to find out how much resistance the fan
is when it's operating and just replace it with a resistor -- but I
can't say I like that idea when there are jumpers that should allow
   me to disable this mechanism.
