timeouts on some inetd-spawned processes

Anyone have any ideas why people connecting to certain inetd-spawned
processes (specifically ftpd and popd) would suddenly start experiencing
timeouts? I have an AlphaServer 1000 running DU 4.0B that has a few
people receiving sporadic timeouts for connecting to POP and FTP. In
addition, sometimes the FTP daemon will deny the person access while the
person in the machine 2 feet away on the same subnet will get in.

With POP, the person will get a 60-second timeout, try again and get
connected just fine.

I've check forward/reverse DNS matching and it's fine. I also checked for
anything in hosts.deny and the such and can't find anything matching.

None of the connecting machines are behind a proxy.

Nothing in the syslogs indicates abnormal activity.

The machine is being used as the core for a 1800-customer ISP.
