Sendmail queuing

We have a 4100 with 4.0D and no patches that periodically becomes bogged
down with PeopleSoft transactions and at these times the system will not
send any mail. There is a couple of params in sendmail.cf that appear to be
related to behavior under certain loads but how do you translate those
values to real numbers? Am I on the right track thinking that this value
may be set too low and that is why my mail queues up? The params are:

# load average for forcing "Odq" behavior
Ox20
# load average for refusing connections
OX12

What is 0dq behavior? and how does 0x20 correspond to like the loads shown
by uptime or vmstat or top? Any help would be appreciated.
