remote user security issue

 Hello Managers !

 I want to setup the permission for the remote user.The scenario is
 like this .

 USER A -- local user
 USER B -- remote user

 user A want to access the user B by running this command "rsh machineb
-l userB ls".He is getting permission denied error.I have
setup .rhosts file in the USERB home directory,which contains the
hostname and username of A.But still it gives the same error.I have
tried /etc/hosts.equiv ,where i have define machine name and username
of A.Then it's able to recognize and run the command.Now the problem
he can run any command and for any user.Which i want to restrict.
So please suggest me how i can setup the permission for this.
I am waiting for the response on this matter.
