Slow telnet

Hello Managers!

I'm trying to figure out why when I telnet into my 8200 (running DU V 4.0b
patch level 12) from a local host I get the logon screen almost instantly.
But when I do a telnet from a remote host it takes about 1 and 1/2 minutes
to get the logon screen. WHY?
