FOLLOWUP(2): Digital Unix 4.0E (and constant TCP sequence numbers)

I received some additional information from John Dustin of DEC/Compaq
indicating that the bug was one in which sometimes ISNs would change, and
sometimes they would not, based on the value of an uninitialized stack
variable, hence the confusion on whether they were constant or not.
