How to set init state at boot time?

Dear managers,

I just replaced a broken motherboard on an alphastation and the new one
has one annoying property: when the machine is booted, it stays at init
state 1, i.e. leaves the machine to single user mode. Then you have to
type "init 3" to proceed and get the machine up. Of course, this is a
security problem as well, since anyone can get in as root just by power
cycling the machine or pressing reset!

How does one set the machine to go to init state 3 directly? I guess it
is done in the firmware console by setting some variable(s) there. There
is a variable called "boot_osflags" - maybe that one? If so, what
should it include?
