problems (tcp) wrapping portmap

I have downloaded the portmap replacement from
ftp.porcupine.org/pub/security/ and compiled it with libwrap.a from
tcp_wrappers. Everything compiles fine and runs fine with the exception of
logging by syslogd. I changed "FACILITY=LOG_MAIL" in the tcp_wrappers
Makefile to LOG_FACILITY=LOCAL0, which is where I want syslogd to put it.
When I run tcpdchk, it states that portmap "may not be wrapped". I can't
figure out what I am missing. Any pointers will be greatly appreciated.
