NCD xterm problems with CDE

Environment:

V4.0 878 alpha
NCD Version 5.0.129

Problem description:

When a session on the NCD xterm is started, the typical blue screen is
shown with the hourglass. The console screen pops up but there is no control
control panel at the bottom of the screen, it's missing. I searched the
archives but did not find anything similar to this problem.

Any assistance appreciated.
