using passwd while su'ed on c2 box

Hi all,

Setup: 4100, ver4.0e, C2 security

When I try to change the password of a users while su - ed to root, I get
asked for the old password. I can change the password if I login to the
machine as root at the console and also experimented with adding ptys to
/etc/securettys and then telneting in and loging in as root, it also works if I
rlogin as root, however, both of these sort of defeat the purpose of having a
secure box. So is there any settings that I am missing that will allow me to
su to root from a remote terminal and change a users password without
having to know thier old password?
