(U)ninterruptable proc

Hi managers,

This is the second time that our server AlphaServer 4100 5/466 512Mb RAM,
Digital UNIX 4.0b, starts misbehaving with U processes (uniterruptable).

That means you can't kill them, except when doing a reboot...

This is a snow-ball process, because after some hours I got several other
programs that becomes U too ;) (that rock band!)
One of the programs is man!

Since this started when I added a new user to the machine, I think this guy
is running some buggy software.

My question is:
* What should I do to start tracing this problem?
* How can I avoid having the machine with this kind of problems?
* In resume: how can I be sure that is that person, and present him with
some logs, suggestions and other stuff...
