Several people responded with good suggestions, but still can't find the
solution.
The user does NOT have another process of pine running (or any other
process for that matter),
/tmp is writable by everyone with permissions of rwx rwx rwt (1777)
There's no .lock, INBOX or anything similar in ~/mail or /var/spool/mail or
/tmp (I see .800* files which may be pine locks in /tmp, but none owned by
this user)
I checked permissions on /var/spool/mail, which was 0777, and 1777 still
doesn't solve it.
The version of pine is 3.95
/var/spool/mail is local
rpc.lockd is running
This is why it perplexes me so much...
