The general thought was to check the Browse Time via the nwadmin
GUI. It was indeed set to 1 month. Many thanks to John who pointed
out that nwadmin does the actual recover for unbrowsable save sets,
not nwrecover.

This may seem like a silly question, but what is the "Browse Policy"
setting for your clients? This setting controls how long the on-line
file indexes for backups are retained. The "Retention Policy" defines
how long the backups are kept around before the savesets are marked as
recyclable. Once all of the savesets on a tape are recyclable, the tape
is marked as such.

What is the retention time on the nsr server set to? How about the expire
time?

Sounds like your server is configured with a 1 month browse period. You can
change that, but I don't think it will go into effect for existing backups.

You should be able to recover older stuff, but you'll have to use the
nwadmin tool to do so.
