Howto to grant access to some users?

Hi managers,
    i'd like to grant telnet and rlogin access to just 4 users in my
tru64 machine (4.0d), what i did is delete shell to the others users
from passwd.
    but when i try: users without shell can access to my machine!!!!,
have i forgot something or there are others way to proceed?
