file dates question

I have a group of users working with biostatistical data that carries on
through several years. They would like to have the date and time listed
with the command "ls -l" to be consistent; but, it seems that Tru64 only
retains the date after one year.
Example:
file within one year lists like this June 10 1997
file outside of one years lists like this May 15 05:26

Is this an environmental setting I can change?
Is there a log file that retains the original timestamp?
Where is the internal test that notifies the system to change the timestamp
after one year?

Answers to any or all of these questions would be greatly appreciated.
