context allocation failure after patch kit 3

     Hi tru64-unix managers,
     
     I have a C program that reads a sybase table and getting the following
     error:
     
     I am running 4.0D with patch kit 3. When I backed out of patch bundle
     3 on one of the systems, everything works fine. I know that there are
     fixes to C libraries, could this be a reason?
     
     errors:
     
     The context allocation routine failed.
     
     The following problem caused the failure:
     
     Initializing the error cached failed.
     ERROR: ctl_init: cs_ctx_alloc() failed
     ERROR: ct_cmd_alloc() failed
     
     Has anyone run into similar context allocation failures after the
     installation of Patch kit 3.
