timezone setting

Hi T64U Gurus--

I know this is an easy one, but it's got me stumped. I've set up two
new servers (800 on 4.0E and 1200 on 4.0F) and they both insert
the message below in /etc/motd:

"Local time zone must be set--see zic manual"

I've recompiled the northamerica sources in /etc/zoneinfo/sources,
and run /usr/sbin/timezone. The /etc/zoneinfo/localtime link seems
to be set correctly, and the date displays correctly.

Don't know if this matters, but these systems were installed without a
graphics monitor, but part of the factory setup script included a timezone
setting.

All suggestions greatly appreciated.
