DNS lookup order

   Background: AS2000; Tru64 Unix 4.0D with patch #3

   I am not sure what more I will need to do make sure that all nameserver
   lookups will consult the /etc/hosts file first on this alpha server.

   I have executed the `bindsetup' command and followed all the steps in
   the `Setting Up a Client' section. When it asked for the order in which
   to resolve host name queries, I selected 1, ie., it should consult the
   local /etc/hosts file first!

   Here is /etc/svc.conf file:

   aliases=local
   group=local
   hosts=local,bind
   netgroup=local
   networks=local
   passwd=local
   protocols=local
   rpc=local
   services=local
     
   I then did `/usr/sbin/rcinet restart' to make sure that TCP services
   got restarted.

   But, all nameserver queries get sent to the nameservers listed in
   the /etc/resolv.conf, and the /etc/hosts file is never consulted.

   What could be missing?

   Another problem is that even though I have listed 4 hosts in the
   /etc/resolv.conf file, only the first one is consulted before
   declaring `unknown host' !

   Any help will be appreciated. I will summarise.
