SUMMARY What versions of tcl & tk

The general consensus was that the version of Tcl and Tk provided by Version
4.0x of Tru64 are flavours of versions 7 and 4

>From my own 4.0B systems ( thanks Paul for the commands) were 7.4 for tcl and
4.0 for tk.

Kazuro also informed me that he had no problems running both version 8.0 and 8.1
of tcl and tk on his systems.
