The problem: how to change the slot ID ordering on the two internal
SCSI shelves in my 2100A from 0,4,1,5,2,6,3 to 0,1,2,3,4,5,6.

The answer: No can do, at least not with these shelves. Each can
be split into two with an order of 0,0,1,1,2,2,3,3, but if the
shelf is to be a single bus the ID interleaving cannot be defeated.
The responses were split between 'here's how' and 'you can't get
there from here,' with the latter winning by a decision (the
hardware's).
