mtools configuration

I am trying to get mtools to work with a PD drive without success. I
communicate fine when it is ufs but mtools "Cannot initialize A:". I have
tried working with the configuration files but I don't believe these are
being used. To test this, I put a 3.5" DOS diskette in its drive.
mdir a: - works fine
added 'drive a: file="/dev/op12c"' to /etc/mtools.conf (op12 is the PD
drive)
        (I would expect this to overwrite the compiled definition for A:)
mdir a: - still reads the diskette
copied /etc/mtools.conf to /usr/local/etc/mtools.conf
mdir - still reads the diskette
copied /etc/mtools.conf to $HOME/.mtoolsrc
mdir - still reads the diskette
I then set the environment variable, MTOOLSRC, to /etc/mtools.conf
mdir - still reads the diskette
created /etc/defaults and copied /etc/mtools.conf to /etc/defaults
(www.unix.digital.com/demos/freekit/info/mtools.info listed this as a
possible location)
mdir - you guessed it, still reads the diskette

How do I get mtools to pick up my system's configuration?

Running DU4.0d on an Alphaserver 4000
