xmessage command

Managers,

One of my programmers is interested in the command "xmessage". It's used to
open an xwindow and display a message as an alert or to ask the user to make
a choice. A manual pages exist for the command, however the command doesn't
appear to exist anywhere on my systems. I have two 4100's running 4.0D PK3.
The man page doesn't indicate that it is part of a special package and if it
was why would the manual page have been loaded? Does anyone know where this
command is (or should be) located, the manual page doesn't give a path? Or
if it is part of a special package what file sets need to be loaded (and
does it need a license)?

UNIX is very user friendly, It's just very particular about who it makes
