As it turns out if you have a staff group in /etc/group and a staff group in
NIS sudo stops looking after it hits the /etc/group. If you remove the /etc/
group staff it will read the NIS group staff without any problems.
Thanks for all the suggestions!

"Every time I think I know where it's at, they move it."
Original report:
We do have +: at the end of the /etc/passwd and /etc/group as well as the
proper settings in /etc/svc.conf. NIS groups are working properly but can not
be referenced in /etc/sudoers and have any affect.
Thanks,
