Maximum number of users allowed by OSF-USR license PAK

I updated a 3000-900 to 4.0E ( unpatched, installed from scratch ) from
4.0B back in Feb. Now the system will occasionally refuse user logins:

Jun 18 10:46:37 vmunix: Maximum number of users allowed by OSF-USR
license PAK are already logged in
Jun 18 10:47:08 vmunix: Maximum number of users allowed by OSF-USR
license PAK are already logged in
Jun 18 11:35:31 vmunix: Maximum number of users allowed by OSF-USR
license PAK are already logged in
Jun 18 12:32:25 vmunix: Maximum number of users allowed by OSF-USR
license PAK are already logged in
Jun 18 12:41:43 last message repeated 3 times

There were about 25 users logged in at the time. We've had this system
through a few Revs of DU with the same licenses, same usage. It ran fine
without the above complaints.

Does the patch-3 kit take of of this? Or is there some other problem?

What does a UNIT stand for in the OSF-USR license?
